China and the Bureau International des Expositions

Since the first participation in the World Expo in 1982, China has established ties with the Bureau International des Expositions (BIE). After visiting the China Pavilion, leaders of the BIE have repeatedly expressed their hope that China could become a member of the organization, and invited representatives of the China Council for the Promotion of International Trade (CCPIT) to attend the general assembly of its member states asnon-voting participantsin 1990 and 1992 respectively.

In 1993, approved by China’s State Council, the former Chinese ambassador to France, on behalf of the Chinese Government, formally submitted an application to join the BIE. On May 3, 1993, the BIE admitted China as one of its member states, and then the CCPIT appointed the chief representative of China to the BIE. China was elected as a member of theInformation and Communication Committeeof the BIE at the 114th general assembly of its member states on Dec. 5, 1993. China was elected as a member state of the bureau’sexecutive committeefor the first time at its 126th general assembly on 8 Dec., 1999. Then China was selected as a member of the bureau’s rules committee in 2003. Wu Jianmin, Chinese former ambassador to France, was selected as president of the BIE in December 2003, who was the first president of BIE from Asia and also the first from a developing country in the history of the BIE.

Since its BIE accession, China has been actively participating in various activities of the BIE. The World Horticultural Expo was successfully held in southwestern Chinese city Kunming in 1999. In 2002, China won the bid to host the 2010 Expo in Shanghai. CCPIT has been responsible for related affairs concerning the BIE and World Expos since China’s accession. China’s chief representative of the BIE is selected from the CCPIT with the approval of the State Council. The State Council issued a guideline in December 2001, stipulating that the CCPIT, on behalf of China, is responsible for organization, coordination, supervision and management of China’s affairs concerning the BIE and World Expos.
